Description & Example of Duties:

The City of Covington, Virginia (population 5,800), which operates under a Council/Manager form of government, is seeking interested candidates for its Chief of Police & Public Safety Director. The City of Covington Police Department has 18 Police Officers and 8 Dispatchers. Currently, the department has a budget of $1.75M for its Police Department, E-911 budget of $500,000, Animal Care & Control funded at $134,000 and other budgets for resource officers and training as well.

This position calls for the ability to guide, motivate and direct the activities and operations of a police department, E-911 dispatch center, and public safety staff including rescue services. The Chief of Police & Public Safety Director will perform complex professional and administrative work directing all public safety activities while reporting directly to the City Manager. The Chief of Police & Public Safety Director must have the ability to evaluate the effectiveness of the Police and Dispatch operations, and proven ability to institute improvements while leading and directing the activities of those employees.

The Chief of Police & Public Safety Director will prepare the agency’s annual budget; manage accreditation efforts, direct the monitoring of all budgetary expenditures; develop and evaluate policies, procedures, programs, operations and proposals; oversee the administrative processes associated with all facilities, vehicles, equipment, uniforms, weapons, supplies and assets of the department; conduct annual performance evaluations on direct subordinates and review all performance evaluations of all subordinates; prepare and present various reports, studies, requests and special assignments to the City Manager and City Council; initiate research and continue to evaluate processes to ensure that all operations and functions of the agency remain respondent to changing community needs; maintain and promote professional and positive relationships with other City departments, local, county, state, federal level public agencies, the citizens and business community, as well as schools to include DARE program management; possess or develop thorough knowledge of the geography of the City; have comprehensive knowledge of the laws, rules and regulations relating to the administration of criminal justice law and enforcement; be knowledgeable about scientific methods of crime detection, criminal identification and have strong communication skills.

Ideal candidates will nurture a strong police-community relationship that promotes trust as well as increases public safety awareness and be adept at utilizing all forms of communication, including social media.

Minimum Qualifications:

The successful candidate will possess a Bachelor’s Degree in Criminal Justice, Police Science or a closely related field or a demonstrated combination of work experience, skills, and education. It is also desired the candidate have ten years of progressively responsible law enforcement experience and a certification in Emergency Management is considered a plus.

The position will require possession or obtaining of a valid Virginia Driver’s License, required applicable law enforcement certification, and the passing of physical, drug, and background screenings as well as establish residency in the city within one year of hire.

Salary and Benefits:

The salary range of this position is dependent upon qualifications and includes a very generous benefits package including retirement, health insurance (including dental & vision), life insurance, and paid leave. There is also ample budget for training of staff and Chief.
