City Manager

 

Mr. John V. Doane was appointed City Manager of the City of Covington effective November 1, 2008. Mr Doane is a graduate of the Senior Executive Institute, Weldon Cooper Center for Public Service at the University of Virginia. He received his Master's Degree in Public Administration from UVA as well as a Bachelor of Science Degree in Economics from Lynchburg College. He also pursued engineering studies at Montgomery College. John Doane has provided leadership in the development of local government policies, programs and technology applications. He has overseen the coordination of local government with regional, state and federal government entities as well as public interest groups.

 

Mr. Doane managed and supervised municipal agencies with direct responsibility for providing law enforcement, fire protection, street maintenance and construction, recreation and parks, economic development, solid waste management, engineering and construction, public housing, airport management, planning, zoning, budget and finance, personnel, intergovernmental relations, purchasing, contracts and related municipal functions. In Lexington, he provided leadership and management for the historic restoration of the city and successfully developed and implemented a functional consolidation of schools and county governments in Fauquier County. In his career, his experience in municipal and provincial governments ranged in population from several thousand to three million citizens.

 

Mr. Doane has ten years of experience as a consultant to local governments, including city manager positions in the United States as well as consulting stints in Bosnia, Croatia, Armenia, Amman, Jordan and Iraq. Mr. Doane has had numerous reports published on local governments in Virginia as well as worldwide. He is also versed in consolidation of local governments as well as consulting for corporations and government entities.

 

The City Manager shall be responsible to the Council for the proper administration of all of the affairs of the city which the council has the authority to control, except the legal and judicial departments. As the administrative and executive head of the city government, he shall be responsible to the council for supervising the collection of all revenues, guarding adequately all expenditures, securing proper accounting of all funds, looking after the physical property of the city, exercising general supervision over all city departments, institutions and agencies, and coordinating the various activities of the city and unifying the management of its affairs.

 

The City Manager's Administrative Assistant is Mrs. Rebecca Nuckols. Becky has been a resident of the Covington area most of her life. She previously worked for the Covington City School system in the Hearing Impaired and Special Education Departments from 1994 to 1997. She received an Auto CAD Career Studies Certificate from DSLCC in May, 1999 and the Administrative Assistant Technology Degree in May, 2000.
