City Engineer, Landfill, Sewer & Water
Steve Carroll was hired as City Engineer Technician on November 18, 1996. Mr. Carroll graduated from Cave Spring High School in 1972 and earned his Bachelor of Science degree in Environmental Engineering from Virginia Polytechnic Institute in Blacksburg, Virginia in 1977. Mr. Carroll came to the city with fifteen years experience as a field representative in the air pollution control industry and experience in management, operation and maintenance of water and wastewater treatment facilities.
The City Engineer carries the responsibility for furnishing professional consultation and technical direction in the planning and development of city improvements and efficient public works and utility service systems.
The Engineering Department consists of Mr. Carroll and his Administrative Secretary, Tracy Persinger. The department is involved in water and wastewater management landfill construction, surveying, instrumentation and drainage improvements.
Specific work duties include responsibility for initiating and implementing system and procedural improvements, establishing and administering departmental work priorities, and making difficult technical decisions. The City Engineer is expected to plan and execute programs and procedures independently, subject to the general administrative direction and review by the City Manager.
The City Engineer oversees the operation of the Water Filtration Plant and the Wastewater Plant.
The Water Filtration Plant is a surface water treatment plant using the Jackson River with a capacity of treating six million gallons of water per day. The storage capacity of the city water is 6,800,000 gallons. The plant operates year-round. Chief Operator is John Fox; staff of seven licensed operators. Phone number is (540) 965-6329.
The wastewater plant treats an average of three million gallons of wastewater per day. Plant operations include wastewater treatment, facility maintenance and general repairs.
